INFORMATION
Extract ffdshow.7z
Install ffdshow.exe
(Keep Pressing OK and NEXT until you reach the Finish screen)
Tick Run video decoder configuration Click Finish

Next click Codecs from the menu on the left
Then on the right find MPEG2
 Select libacodec from the drop-down box. Click Apply
And finally click DirectShow control from the menu on the left
Untick Don't use ffdshow in
(This is to allow video playback in-game)

Extract clvsd.7z
Copy clvsd.ax to C:\
(File can be placed anywhere, this is just the easy way)
Open cmd (Run as Administrator)
Type - CD C:\ or C: and press Enter
(You should see the directory change to <C:\>)
Type - regsvr32 clvsd.ax and press Enter
Press OK to confirm

Extract Beatmania iidx 16 empress
Open Beatmania iidx 16 empress directory
Launch the game from 2008110900\bm2dx_beatfree_alt.exe

The game will now boot up

CONTROLS
The control's can be set from 2008110900\config.bat

OPTIONAL
Extract Timebase.7z
Launch Timebase.exe
Click Browse
 Beatmania iidx 16 empress\data\sd_data
Click OK
Then set to your desired refresh rate
(Note - This effects note speed not song playback speed)

Typically you will want to use 60.00Hz
Or you can try using the Calibrate option
Then click Apply
Every monitor is different, there isn't any recommended refresh rate

You can also change monitor display type in the service menu
Experiment until you get as little latency/lag as possible
